Activision Admits Call of Duty: Black Ops 7 Fell Short of Expectations
Activision has acknowledged that Call of Duty: Black Ops 7 failed to meet player expectations, following disappointing sales and declining engagement across the franchise. The publisher says feedback from the 2025 release has influenced its approach to Call of Duty: Modern Warfare 4.
According to The Game Business, Activision Chief Marketing Officer Tyler Bahl admitted that the company was dissatisfied with aspects of Black Ops 7 and recognized that players wanted a more significant change in direction.
Despite introducing different settings and gameplay features, Black Ops 7 followed directly after Black Ops 6, continuing a pattern of consecutive releases within the franchise's established sub-series.
The game's commercial performance also reflected these challenges. European launch sales were more than 50% lower than those of Black Ops 6, while Black Ops 7 finished 2025 as the fifth-best-selling game in the United States. This marked Call of Duty's lowest annual US ranking since World at War in 2008.
Battlefield 6 also became the best-selling shooter of 2025, ending Call of Duty's long-running dominance of the category.
Data from Ampere Analysis highlighted a broader decline in engagement. Call of Duty attracted approximately 40 million monthly players during 2024, compared with figures in the mid-20 millions during parts of 2026. However, the dataset excludes certain older Call of Duty titles after specific dates, limiting direct comparisons.
The franchise experienced a notable recovery during the summer following the PlayStation releases of the original Black Ops and Black Ops 2. According to Ampere, monthly player numbers climbed close to 40 million again.
Bahl described the response to these classic releases as stronger than Activision had anticipated, emphasizing the importance of familiar gameplay and social experiences.
Activision now aims to address player criticism with Modern Warfare 4, focusing on a more grounded military setting and a cinematic presentation. The publisher has also confirmed plans to introduce a new Call of Duty sub-series in the future.
